Nuno Afonso Moreira, CEO of the Dourogás Group and President of the Energy Council of CIP – Portuguese Business Confederation, took part in Panel IV of the ERSE Seminar dedicated to the preparation of the gas sector regulatory period for the 2028–2031 horizon.
The session, held at the CGD Auditorium of ISEG in Lisbon, focused on the main emerging issues and challenges linked to the future of the energy sector, at a particularly relevant moment for the development of biomethane and renewable gases in Portugal.
Moderated by Professor Vítor Santos, the panel brought together representatives from different sector entities, including DGEG, LNEG, Capwatt, APICER and Floene, encouraging a broad discussion on the regulatory framework, energy planning and competitiveness.
During the debate, the importance of regulatory stability and economic predictability was highlighted as essential to ensuring investment conditions capable of accelerating the development of renewable gas projects. There are currently 42 biomethane projects presented in Portugal, 16 of which already have public funding.
Recent measures considered positive for the sector were also highlighted, such as the simplification of licensing processes, the publication of Decree-Law No. 94/2026, and the development of the Biomethane Atlas as a strategic planning instrument.
